Windows AI Coding VM Setup with Local Models & Web Interface

Summary

I’m looking for an experienced AI consultant who can set up a ready-to-use Windows virtual machine that works as a local AI web server for coding, GUI design and debugging tasks.

I want to use the AI models through a *browser-based interface*, such as Open WebUI. I do not want a CLI-only solution.

I’m flexible about the virtualization platform and can use either VirtualBox or VMware.

The main use case is development work, especially ASP/VB code and MySQL/Access database structures.

The final VM should have suitable coding models installed and configured so I can work with them offline where the hardware allows it, along with clear instructions for updating or replacing models late

  22. The currently available hardware is approximately:
  23. 16 GB RAM
  24. 250 GB storage
  25. 2 CPU cores
  26. GPU available, exact model to be confirmed
  27. The consultant should assess the available hardware before recommending models.
  28. If the hardware is not powerful enough for certain models, the consultant should recommend practical alternatives, including cloud models where appropriate.
